Illinois Insurance Department
The mission of the Illinois Insurance department is to protect consumers by providing assistance and information, by efficiently regulating the insurance industry's market behavior and financial solvency, and by fostering a competitive insurance marketplace.
The Department carries out this mission through effective administration and enforcement of the Illinois Insurance Code (215 ILCS 5/1 et seq.), the Illinois Pension Code (40 ILCS 5/1-101 et seq.), and related laws and regulations, including Title 50 of the Illinois Administrative Code. The Director is also responsible for the operations of the Office of the Special Deputy Receiver, which handles the affairs of insurance companies placed in rehabilitation, conservation or liquidation.
The Director is responsible for the overall policy direction and management of the Department of Insurance. The Director’s administration group includes the Deputy Director, the fiscal section, a public information specialist and a human resource specialist for the Department of Insurance.
Anne Melissa Dowling is the former Deputy Commissioner of the Connecticut Insurance Department. Her responsibilities included the day-to-day oversight of all divisions, including consumer affairs, market conduct and financial regulation. She was also the Department’s representative on the state Health Insurance Exchange Board. A former Senior Vice President at MassMutual, Director Dowling is a Chartered Financial Analyst (CFA) with more than 25 years of career experience in financial services.
In July 2014, Insurance Business America Magazine named Director Dowling one of the "50 Elite Women in Insurance", highlighting her commitment to consumer protection and regulatory innovation. She earned a Bachelor of Arts from Amherst College in Fine Arts and French Literature and an MBA from Columbia University with a focus on Finance and Real Estate.
