District of Columbia Department of Insurance (DISB)

The Government of the District of Columbia Department of Insurance, Securities and Banking (DISB) regulates financial-service businesses in the District by administering DC's insurance, securities and banking laws, rules and regulations.

DISB's primary goal is to ensure residents of the District of Columbia have access to a wide choice of insurance, securities and banking products and services, and that they are treated fairly by the companies and individuals that provide these services.

The mission of the Department of Insurance, Securities, and Banking is two-fold: (1) protect consumers by providing equitable, thorough, efficient, and prompt regulatory supervision of the financial services companies, firms, and individuals operating in the District of Columbia; and (2) develop and improve market conditions to attract and retain financial services firms to the District of Columbia.

Insurance Commissioner

Stephen C. Taylor is the Commissioner of the District of Columbia Department of Insurance, Securities and Banking (DISB). Mayor Muriel Bowser nominated Taylor as Acting Commissioner on June 19, 2015 and the Council of the District of Columbia confirmed the nomination on November 3, 2015.

In this role, he is the chief regulator of the District of Columbia’s financial-services industries, including insurance companies and their representatives, District of Columbia-chartered and stated-chartered banks, mortgage lenders and brokers and all other non-depository financial institutions, as well as securities broker-dealers and investment advisors, and their agents and representatives.
