Pennsylvania Insurance Department
The Pennsylvania Insurance Department’s mission is to provide a premier regulatory environment that promotes the best insurance marketplace to serve consumers. It is their responsibility to administer the laws of the commonwealth as they pertain to the regulation of the insurance industry in order to protect the insurance consumer.
The department is led by Insurance Commissioner Teresa Miller. Within the department are divisions, also known as deputates, and other specialized offices. Each area is responsible for a key function of the department.
- Monitor the financial solvency of insurance companies
- License insurance companies and producers/agents
- Review and approve insurance policy language and rates
- Coordinate the rehabilitation and liquidation of insolvent insurance companies
Teresa D. Miller was appointed Insurance Commissioner by Pennsylvania Governor Tom Wolf on January 20, 2015. She was confirmed by the Pennsylvania Senate on June 3, 2015.
The Wolf Administration has made consumer protection the top priority of the Insurance Department. During her term as Pennsylvania Insurance Commissioner, Miller has increased the department’s consumer protection, outreach, and education efforts, as well as made the department’s operations more transparent.
Miller has been and continues to be an active member of the National Association of Insurance Commissioners (NAIC). She is currently chairing an NAIC subgroup focusing on the future of long-term care insurance. She also serves as a member of the Federal Advisory Committee on Insurance, providing advice and recommendations to the Federal Insurance Office on issues such as automobile insurance affordability and international insurance developments.
Prior to coming to Pennsylvania, Miller was a partner at Crowell and Moring in the Health Care Group, focusing on matters related to the implementation and enforcement of the Affordable Care Act (ACA). Before this, she served as acting director of the State Exchanges Group, the Oversight Group, and the Insurance Programs Group at the Center for Consumer Information and Insurance Oversight, in the Centers for Medicare and Medicaid Services, part of the federal Department of Health and Human Services. Here she helped roll out regulation and guidance implementing the private market reforms of the ACA, and helped develop and implement policies and rules governing state-based exchanges.
Before going to Washington, Miller served as the administrator of the Oregon Insurance Division, helping implement the early stages of the ACA at the state level, and making significant changes to Oregon’s health insurance rate review process.
