The New Hampshire Insurance Department
The New Hampshire Insurance Department was established in 1851, the first insurance regulatory agency in the United States. The responsibilities of the Insurance Department are codified by the provisions of the state's Insurance Laws.
The Insurance Commissioner is charged with the enforcement of insurance laws of the State of New Hampshire, including collection of premium taxes and fees, regulation of all insurance companies, agents and adjusters.
The mission of the New Hampshire Insurance Department is to promote and protect the public good by ensuring the existence of a safe and competitive insurance marketplace through the development and enforcement of the insurance laws of the State of New Hampshire. We are committed to doing so in an honest, effective and timely manner.
Roger A. Sevigny leads a staff of 81 employees. He is an NAIC Past President and member of the NAIC’s Executive (EX) Committee. He is a very active member of the NAIC committees and task forces. He is President of the National Insurance Producer Registry (NIPR), chair of the Producer Licensing (EX) Task Force, vice chair of the Governance Review (EX) Task Force, member of the Cybersecurity (EX) Task Force, member of the Health Insurance and Managed Care (B) Committee, and a member of the NAIC/State Government Liaison Committee, the Senior Issues (B) Task Force and a member of the Antifraud (D) Task Force. Additionally, he is also a member of the Accounting Practices and Procedures (E) Task Force, the Examination Oversight (E) Task Force, the Reinsurance (E) Task Force.
Prior to his appointment as Commissioner, Sevigny held the position of Assistant Commissioner of New Hampshire’s Insurance Department. Before joining the Insurance Department, he was an employee of Travelers Insurance for more than 30 years, serving in a variety of technical and management positions.
